Credit policy for development of agriculture and rural development
On 09.06.2015, the Government issued Decree No. 55/2015 / ND-CP on credit policies for development of agriculture and rural areas.

Accordingly, there are 7 fields of development loans for agricultural and rural development include: Lending to costs incurred for the process of producing agricultural products business, from production to collection, processing and consume; Loans for industrial production, trade and supply of services in rural areas; Credits for the production of seeds in crop, livestock, fisheries, forests and supply products and services for agriculture production process; Lending for trade development in rural areas; Loans for the National Target Programme on new rural construction; Lending service needs of residents living in rural areas; Lending under the economic program related to agriculture, rural areas of the Government.
About mechanisms securing loans, credit institutions are considered to borrowers on the basis of secured or unsecured by assets prescribed by law. Individuals, households, cooperatives, small business, cooperatives, unions of cooperatives and farm owners to credit institutions for loans without security assets by 8 levels:
1. Up to 50 million for individuals and families residing outside the rural areas of production and business activities in the agricultural sector (except as provided in level 3).
2. Up to 100 million for individuals and families residing in rural areas; individuals and families residing outside the rural areas have involved links in the agricultural production cooperatives or businesses (unless otherwise specified at level 3).
3. Maximum 200 million for individuals, households and investors of industrial plants, perennial fruit trees.
4. Up to 300 million for cooperatives and business households.
5. Up to 500 million for aquaculture households, households offshore operators have contracted product sales to organizations processing and export directly.
6. Maximum 1 billion for cooperatives, farm owners operating in rural areas or business and production activities in the agricultural sector.
7. A maximum of 2 billion for cooperative aquaculture or offshore operators, service providers of offshore operators; ranchers aquaculture; unions of cooperatives operating in rural areas or business and production activities in the agricultural sector does not include the objects of level 8.
8. Maximum 3 billion for union cooperative aquaculture or offshore operators, service providers of offshore operators.
Client loans without security assets must submit a certificate of land use rights or certificate has not been issued a certificate of land use rights and land is not disputed by the CPC confirmed for credit institutions and take responsibility before law for the use of certificates on the property for loans without guarantee.
Decree takes effect from the date of 07.25.2015 replaces Decree No. 41/2010 / ND-CP dated 12/4/2010 of the Government on credit policy for development of agriculture and rural development .
