Finance Ministry tax information cassava exports
Implementation of the directive of the Prime Minister in Notice No. 19 / TB-VPCP of the Government Office, the Ministry of Finance issued Circular No. 63/2015 / TT-BTC regulations export duty rates 5% for cassava. Circular No. 63/2015 / TT-BTC dated 20/06/2015 applied from.
After receiving the written recommendation of a number of enterprises and through information on a difficult issue reflects the implementation of corporate policy cassava export tax of 5%, the Ministry of Finance held a meeting with the ministries and relevant associations, conducted fieldwork in two local cassava numerically large inventories.
Since the actual survey showed that cassava tree hunger eradication and poverty alleviation of farmers and are grown mainly in the remote areas. Products fresh and dried cassava production in the country is used as a raw material for starch production sector (accounting for 58% of total output of fresh cassava); manufacturing animal feed (14% of total production of fresh cassava); ethanol sector (accounting for 3.2% of fresh cassava in the country), the remaining fresh cassava production is dried for export.
Currently total export dried cassava production is 2 million tonnes / year (40% of national production). Because cassava export tax increase from 0% to 5% should dry cassava production for export are large inventories (500,000 tons).
Accordingly, dated 29.07.2015, the Ministry of Finance has written to the Prime Minister reports suggest: First, lets pause the implementation of Circular No. 63/2015 / TT-BTC to solving right towel for businesses and farmers growing cassava for this year's crop.
Second, the Ministry of Finance amending Circular No. 63/2015 / TT-BTC accordance with procedures prescribed by the Law on Promulgation of legal documents towards export tax rate is 1% or cassava 2% from the date of 01/1/2016.
Third, after a circular amending Circular No. 63/2015 / TT-BTC, the Ministry of Finance continues to monitor for a roadmap adjust export tax rates to suit cassava roadmap petrol biology and the actual situation of production and consumption of cassava in the country, ensuring harmony between the interests of the state, businesses and farmers to grow cassava.
